HBCU (howard) VS. non-HBCU (UC Davis)

Im from california and was accepted into both schools but i don't know which one is the best choice. My major is biology and i am planning to go to a medical school. Both have medical schools but i have only experienced davis since i am so close. I know UC Davis won't be fun or exciting but it is ranked 42nd in the US NEWS College ranking. Howard is ranked 90th. My aunt graduated from FAMU but i live in cali. Which is better,learning from a "black learning legacy" or starting my own?
