I would think the variance in drop-out rates between HBCUs and TWIs(Traditionally White Institutions) has to do with the type of support system at the two types of schools. This is my opinion, so take it with a grain of salt. HBCUs are more sensitive to the environmental issues that African-Americans face when trying to attain a higher education. African-Americans have a higher probability of coming from school districts that were under-funded, overcrowded, and flooded with underperforming teachers. Noting these factors, going into an environment that is hostile and unsupportive of facilitating the educational experience of African-American students can have detrimental results. An HBCU has the personnel to be sensitive to many of the issues facing African-American students, leading to a higher graduation rate. I do not necessarily think that if an African-American attends an HBCU, they have a higher probability of graduating, just a higher probability of finding a support system to help them attain their goals. Many TWIs have excellent programs that do more that pay lip service to African American Matriculation. Georgia Tech's Office of Minority and Educational Development is an excellent example of how a support system directed towards minorities can increase matriculation and graduation rates.
